Armenia publishes eight new chapters of proposed constitution. The Specialized Committee on Constitutional Reforms has released chapters 8-15 of the new Armenian draft constitution, which include provisions on independent government agencies, procedures for adopting and amending the constitution, and details regarding citizen referenda. Previously released chapters establish a parliamentary system of government and limit the role of the presidency.

Pakistan Supreme Court upholds constitutional amendments. On Wednesday, the Pakistani Supreme Court upheld the 18th and 21st amendments to the constitution, the latter of which allows for the establishment of military courts. The Supreme Court’s verdict will allow the military trials of alleged terrorists to continue unhindered, but critics argue that the trials violate the constitutional right to a fair trial.
Kosovo parliament amends constitution to allow for war crimes court. On Monday, Kosovo’s legislative assembly approved a constitutional amendment that establishes a special war crimes court to investigate alleged war crimes committed by ethnic Albanian fighters during the Kosovo War. The legislation has earned theapproval of the United States and the European Union, but has faced some internal criticism from former members of the Kosovo Liberation Army, including former Prime Minister Ramush Haradinaj.
